On June 5, Governor Masuzoe visited Ota Kinenkan and, along with Minister Han Zhiqiang and Minister-Counselor Bai Gang from the Chinese Embassy in Japan, spoke with Chinese students staying in the metropolitan dormitory. The governor told the students that "This dormitory was established to further the friendly ties between Japan and China. I hope you will study hard and enjoy your days in Tokyo."
Ota Kinenkan was built by the Tokyo Metropolitan Government in 1990 to serve as a boardinghouse for students from Beijing. It stands on land donated by the late Unosuke Ota, who had close ties with the Chinese people, with his request that the property be used to deepen Japan-China friendship. Currently, the dormitory also accommodates students from the member cities of the Asian Network of Major Cities 21 (ANMC21).
