Tokyo One-Stop Business Establishment Center Starts to Accept Documents in English, and Releases PR Video

In order to bolster the international competitiveness of Tokyo's industries and advance the formation of a global center for economic activities by building the world's most business-friendly environment, the Tokyo Metropolitan Government is advancing a variety of initiatives utilizing the National Strategic Special Zone system.

So that foreign companies and startups will be encouraged to establish business in Tokyo, the Tokyo One-Stop Business Establishment Center (TOSBEC) brings together in one location the various procedures that need to be taken to establish a company. Since April 2015 it has been providing support in preparing applications and other relevant documents and accepting submissions.

To improve the convenience of business establishment procedures for foreigners, the TOSBEC will begin accepting documents in English (providing assistance for applications through English interpretation services, etc.) at the taxation counters with effect from December 1, 2017. Furthermore, with the aim of further enhancing awareness about the Center, a PR video featuring the Governor of Tokyo has been released.

National Tax

• Notification of Incorporation
• Application for Approval of Filing a Blue-form Tax Returns
• Notification of Establishment/Relocation/Discontinuance of an Office Paying Salaries
• Application for Approval of Extension of Withholding Tax Payment

Metropolitan Tax

• Notification of Incorporation
• Notification/Application for Extension of Time to File Tax Statement

3. Provided services

Users may submit application forms, etc. written in English, while receiving support from interpreters or using form samples written in English.

The application services for English documents are available at the following three locations.

2. TOSBEC Shibuya Satellite Center
3. TOSBEC Marunouchi Satellite Center

5. Application reception time

Weekdays: 9:30 a.m. to 5:30 p.m. (Closed 12:00 p.m. to 1:00 p.m.)
Closed weekends, national holidays, and the New Year holidays (December 29 – January 3)

6. Release of PR video

The PR video has been published on the following website. Going forward, it will also be screened at various events, etc. implemented by the Tokyo Metropolitan Government.
